Pigeons probably feel safe near temples because piople visiting there don't normally chase them away. And there is always plenty food for them to find there. So pigeons must have decided that temples are good places to live. pigeons evolved from the rock dove of west Asia and temperate Europe. The names pigeon and dove are used interchangeably, though the latter generally is applied to smaller members of the family. The domestic pigeon and the street pigeon are the ones that generally inhabit teh grounds of stations, temples and other public places. Pigeons almost live in flocks. If a flock stays at a temple it is easy to find for pigeons that are lost. Strangers often join the flock, so it gets bigger all the time. Many people think that these pigeons are a nuisance and even unhealthy because of their droppings.
